Is the Steiner on par with the Zeiss V6 optically in your opinion. Also is the Steiner ranger the same as the usa Predator 4 which is a 6x24x50 and not a 56. Also where are these scopes made, Germany, the US, or somewhere else. Thanks.

Ranger for the European market and Predator for the USA market may appear very similar visually, but the components differ a lot, therefore it's impossible to say this is the same scope. The manufacturer does not specify the manufacturing location, so we are unable to say, where they are made.
