My scope is well zeroed L_R but shoots 1.5" low @65 yds. ( my range distance) How do I get it to be closer to zero at that range and still be locked? Mounterd on .308 rem 700.

Good morning, Just wanted to check does this item have illumination?, it does says in description, but you can't properly see it in image. Also, if I buy this now(to Latvia, not sure does it matter) when I would receive it? it says more than a month, so would like to clarify that. Many thanks, Valdis.
