The legs keep loosening Can the screws be removed and cleaned?

Basically, there is not much you can do about rather than tighten the screws as much as possible, however, bear in mind that you shouldn't over-tighten.

How to adjust and lock leg angle.

The leg angle cannot be locked, you simply adjust it and place it onto the ground. The weight of the tripod and the mounted optics itself will be enough for the tripod's legs not to move.
