Will the Rusan front ring for pivot mount fit onto recknagel as I 25mm ring and now need 30mm rings also require rear ring as well.

Hello. I have a apel pivot mount in my sako rifle for 30mm tube. I need 2mm lower frontmount. Original Bh is 14 mm and ring thickness is 12mm. Now i need 12 mm Bh front mount. Is Rusan parts 1:1 to Apel? There was not any bh information for rusan rings. Best records
